Amends the Federal criminal code to provide that evidence shall not be excluded from any criminal proceeding solely because it was obtained in violation of the fourth amendment to the Constitution, unless the court finds as a matter of law that an intentional or substantial violation has occurred.
Directs the court to consider specified criteria in determining whether a violation is substantial.
