Fuel Oil Guarantee Act - Amends the Small Business Act to guarantee loans to any eligible small business concern which sells fuel oil on a retail basis for the purpose of: (1) maintaining necessary inventories of heating fuel; or (2) acquiring a failing fuel oil company.
