Amends the Federal Land Policy and Management Act of 1976 with respect to permits and leases for domestic livestock grazing in the Charles M. Russell National Wildlife Refuge, in the State of Montana.
Amends the Public Rangeland Improvement Act of 1978 to charge a fee for domestic livestock grazing in the Refuge.
