Directs the Secretary of the Treasury to pay a named corporation a sum to be determined at the discretion of the Secretary of the Interior, but not to exceed $800,000, to indemnify, in whole or part, such corporation for specified damages incurred as a direct result of the failure of the United States to enforce certain laws.
