Urban Grant University Act of 1980

Urban Grant University Act of 1980 - Amends the Higher Education Act of 1965 to authorize the Commissioner of Education to make grants to urban universities (as defined by this Act) to assist them in carrying out urban-oriented projects. Sets forth grant application guidelines, including a requirement that no project grant may exceed 90 percent of such project's total cost. Stipulates that any institution receiving assistance under this Act shall be designated as an "urban grant university." Requires the Commissioner to publish annually a list of such urban grant universities.

Limits the annual amount of such assistance to institutions in any one State to 15 percent of the total amount paid.
