Summary

Directs the Secretary of Energy to defer until January 1, 2027, repayment to the Treasury of deficits incurred by the Southwestern Power Administration (SWPA) due to a contract entered into with Arkansas Power and Light Company and Reynolds Aluminum. Waives interest charges incurred on such amounts.

Requires that the power system average rate schedule be accordingly adjusted.

Amends the Flood Control Act of 1944 to extend from 50 to 60 years the repayment of power investments for SWPA.
