Prohibits the pretrial release of any person charged with an act of terrorism, as defined by this Act, if the judicial officer determines that such release would pose a danger to any person or to the community.
Amends the District of Columbia Code to provide that there is a rebuttable presumption that the release of a person charged with an act of terrorism will not reasonably assure the safety of any other person or the community.
