Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that when determining an individual's net earnings from self-employment, for the purpose of computing an individual's benefit amount, if at least 50 percent of the total self-employment income was earned in a year prior to the year in which benefits are being paid, then that amount shall not be considered as net earnings from self-employment.
