A bill to increase the role of the Secretary of Commerce in administering section 901 of the Merchant Marine Act, 1936.

Amends the Merchant Marine Act, 1936, to grant the Secretary of Commerce the sole responsibility for determining which United States procurement or sale programs will require that at least 50 percent of such goods involved be transported on privately-owned United States-flag commercial vessels.
