A bill to authorize the Commissioner of Education to provide financial assistance to States for use in expanding educational programs in juvenile and adult correctional institutions to assist in the rehabilitation of criminal offenders, and for other purposes.
Federal Correctional Educational Assistance Act - Authorizes the Commissioner of Education to make grants to State educational agencies to carry out programs of education for adult and juvenile offenders at correctional institutions. Authorizes appropriations for such program for fiscal years 1980-1982.
Stipulates that in any fiscal year in which appropriated funds exceed $15,000,000, three percent of such funds shall be allocated for programs of national significance. Stipulates that in any fiscal year in which funds are appropriated under this Act no funds shall be made available under title III of the Elementary and Secondary Act of 1965 relating to correction education.
Requires States wishing to receive grants under this Act to submit an application. Sets forth guidelines for such application.
