A bill to amend title 18, United States Code, with respect to exemption of certain fireworks from registration, and for other purposes.

Exempts from the provisions regulating the importation, manufacture, distribution, and storage of explosive materials, in addition to the current exemptions: (1) the importation and distribution of class C explosives ("Common Fireworks"); and (2) the distribution of class B explosives ("Special Fireworks") for use in a public fireworks display. Stipulates that such class B explosives are not exempt from such storage provisions which the Secretary of the Treasury may prescribe.
