A bill to require the President to submit a report on the manpower needs of the Armed Forces.

Directs the President to conduct a comprehensive study of the military manpower needs of the armed forces and to submit the results of such study to the Committees on Armed Services of the Senate and House of Representatives no later than 120 days after the enactment of this Act.
