A bill to amend title 5, United States Code, to provide for access to qualified professional psychiatric nurse practitioners without prior referral in the Federal employee health benefits program.

Entitles any individual covered by a Federal health benefits program which provides payment for the services of a psychiatric nurse practitioner to unrestricted selection of, and access to, such practitioner.
