Permits any person holding a patent to lands as a qualified entryman under the homestead laws, and any successor to such person, to apply to the Secretary of the Interior for the conveyance of the mineral rights to such lands, if the minerals therein were reserved to the United States.
Requires the Secretary to determine whether the original patentee of such lands was wrongfully deprived of the mineral rights therein and to convey such rights to the applicant upon a finding that such rights had been wrongfully withheld.
Sets forth conditions to which such rights shall be subject.
