Amends the Energy Reorganization Act of 1974 to permit the Nuclear Regulatory Commission to waive provisions which require members to be present in order to constitute a quorum for transacting business or a majority for taking action.
Requires: (1) such waiver to be in writing by all members of the Commission; and (2) that all members agree to such waiver and are unanimous with respect to approval or disapproval of the proposed action.
