Authorizes the expenditure of funds not to exceed $1,745,779.90 for investigations and studies to be conducted by the House Committee on Foreign Affairs.

Declares that no part of these funds shall be available for expenditure in connection with the study of any subject which is being investigated by any other House committee.

States that the authorization granted by the resolution shall expire on January 3, 1980.
