Requires the Congressional Record to contain an accurate and verbatim account of remarks actually delivered on the floor of the House of Representatives. Limits changes in extensions and revisions of remarks in the Congressional Record to grammatical and typographical errors. Allows Members, by unanimous consent, to make insertions in the Congressional Record of remarks not actually delivered on the floor.
