A resolution to require a study of Congressional employment levels.

Directs the Committees on Appropriations and House Administration to conduct a joint study and report to the House of Representatives a specific plan for reducing congressional employment levels no later than December 31, 1980. States that such employees include employees of the House of Representatives, the Office of Technology Assessment, the Library of Congress, the Congressional Budget Office, the Botanic Garden, and the Government Printing Office.
