Amends rule XLIII of the Rules of the House of Representatives to prohibit any Member of the House of Representatives who is convicted of a felony, prior to the completion of sentencing or a successful appeal, from traveling outside the United States at taxpayers' expense without prior approval by a rollcall vote of a majority of the Members of the House of Representatives, a quorum being present and voting.
