Expresses the sense of the House of Representatives that the energy crisis demands strong and positive action and leadership on the part of the Government and that the President should exercise his powers to assure that the energy needs of the people shall be met.
States that if the President lacks authority to assure the maximum production of energy, Congress will immediately consider a Presidential request for such authority.
