Amends rule XXVII of the Rules of the House of Representatives to prohibit the consideration of a measure under a suspension of the rules unless: (1) such consideration has been authorized by rollcall vote of the committee having jurisdiction over the bill or resolution or by the chairman and ranking minority member of such committee in a written request to the Speaker; (2) the House has been notified orally by the last legislative day of the week preceding scheduled consideration of the bill or resolution; and (3) the bill or resolution does not authorize or appropriate in excess of $50,000,000 for any fiscal year.
Permits consideration of a motion to suspend the rules and pass a bill or resolution even if a point of order is sustained against such consideration if such motion is agreed to by a majority vote with a quorum being present, and such question shall not be subject to debate.
