A resolution to amend the Rules of the House of Representatives to establish an optional expedited procedure for mark-up of legislation, subject to certain restrictions.

Amends the Rules of the House of Representatives to permit a committee, by majority vote, to consider a measure as read and open to amendment, for the purpose of markup if such measure has been delivered to each Member of such committee seven days prior to that time.
