A resolution amending the Rules of the House of Representatives to prohibit the consideration of major spending or revenue-reducing bills during the last 5 days of a session, and to prohibit the consideration of more than one such bill on the same day at any time.

Amends rule XXI of the Rules of the House of Representatives to prohibit the consideration of any bill or joint resolution or conference report which would provide for or result in total new Federal expenditures or revenue losses of more than $1,000,000,000 during the last five days before any sine die adjournment of the House, and to prohibit the consideration of more than one such bill, resolution, or conference report on the same day at any time during any session of Congress.
