Establishes a Select Committee on Regulatory Affairs and Oversight to conduct a full and complete investigation of: (1) the impact of Federal regulations upon the private sector of the economy; (2) the reorganization of Federal regulatory agencies; (3) better congressional oversight procedures; and (4) the means of establishing guidelines or standards for the periodic review and reauthorization of new and existing programs.
Directs the select committee to report its findings and recommendations to the House of Representatives during the present Congress.
