Amends the Immigration and Nationality Act to require that any alien who has been: (1) detained for further inquiry pending entry; (2) temporarily excluded; or (3) arrested before deportation may be represented by counsel (at no expense to the United States Government) from the time of such detention or exclusion.
Authorizes the Attorney General to withhold the deportation of any alien to any country in which the alien would be subject to persecution on account of race, religion, or political opinion.
