Amends the Export Administration Act of 1969 to prohibit the export of aircraft, aircraft parts and accessories, and nonmilitary arms to South Africa. Requires the President to notify Congress 30 days prior to granting an authorization for certain exports to South Africa, during which time either House of Congress may disapprove such authorization.
