A bill to amend title II of the Social Security Act to provide a more equitable method of determining average monthly wages for purposes of computing disability insurance benefits in the case of certain individuals who qualify for such benefits before attaining age thirty-one.

Amends title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act to provide that for purposes of determining the average monthly wage of individuals who qualify for disability benefits before attaining age 31, the number of benefit computation years shall be determined according to the formula used to determine the number of such years for old age and survivor's benefit recipients.
