Title I: Quantitative Restrictions on the Importation of Automobiles During 1981, 1982, and 1983 - Limits the total quantity of automobiles which may be imported into the United States during each of the calendar years 1981-1983.
Directs the Secretary of Commerce to allocate the permissible quantity of automobile imports among supplying countries on the basis of each such country's share of the U.S. market during calendar year 1979 and to certify such allocations to the Secretary of the Treasury. Directs the Secretary to ensure that domestic retail dealers of each make of automobile receive a quantity based on their 1979 market share.
Authorizes the President to suspend such quota for a specified period if such suspension is in the national interest and would not adversely affect employment in the domestic automobile industry.
