A bill to amend title 18 of the United States Code to provide extended coverage for the minimum mandatory penalties for certain illegal uses of firearms, and for other purposes.
Firearms Mandatory Sentencing Act of 1980 - Amends the Federal criminal code with respect to the additional sentences imposed for using or carrying a firearm while committing a felony to: (1) extend the sentencing restrictions currently applicable to second and subsequent offenses to first offenses; and (2) add to such restrictions that a person shall not be eligible for parole until one-half of his term of imprisonment has expired.
Directs the President to appoint a commission to study the effectiveness of current State laws in preventing crimes committed by firearms.
