Requires the Postal Service to contract vessels of United States registry to carry international mail whenever the common carrier controlling such vessel provides regular transportation by water to the mail destination. Stipulates that rates for such carriage shall not be less than the sum of the fully distributed costs of common carriers and a fair profit.
Directs the Service to award contracts sought by more than one such carrier by competitive bidding. Limits the duration of such contracts to one year. Prohibits the Service from considering the size of cargo containers in awarding contracts.
