Amends the Railroad Retirement Act of 1974 to extend for one year cost-of-living increases for railroad employee annuitants.
Directs representatives of employees and representatives of carriers to submit, by March 1, 1981, to the appropriate committees of the House and Senate a report containing recommendations to insure financial solvency of the retirement fund.
