A bill to provide that the Congress shall have authority under section 431(d) of the General Education Provisions Act to disapprove any final regulations promulgated by the Department of Education for the proposed rules on nondiscrimination under programs receiving Federal financial assistance through such department, as published in the Federal Register on August 5, 1980.
