Amends the Hazardous Materials Transportation Act to direct the Secretary of Transportation to issue regulations, by July 1, 1981, requiring the monitoring of radioactive materials before such materials are loaded onto an aircraft.
Directs air carriers who transport such materials to make available a radiation monitoring device to each employee of such carriers who is employed: (1) at an airport at which such materials are loaded or unloaded; or (2) on aircraft in which such materials are transported.
