Amends the Federal Aviation Act of 1958 to direct the Administrator of the Federal Aviation Administration to issue regulations, by July 1, 1981, requiring the monitoring of radioactive materials before such materials are loaded onto an aircraft.
Directs air carriers who transport such materials to make available a radiation monitoring device to each employee of such carriers who is employed: (1) at an airport at which such materials are loaded or unloaded; or (2) on aircraft in which such materials are transported.
