Permits any person to commence a civil action against any person (including the United States and any Government agency) who is alleged to possess records wrongfully removed from agency files. Declares that no such action may be commenced: (1) until 60 days after the plaintiff has notified the Administrator of General Services, the head of the agency from which the records were removed, the Attorney General, and the person alleged to possess such records of the alleged violation; or (2) if, within such 60 day period, the Attorney General commences and is diligently prosecuting an action to recover such records. Authorizes the person who notifies the Attorney General of the violation to intervene in any such action brought by the Attorney General. Permits the Administrator to intervene as a matter of right in any action brought pursuant to this Act.
Authorizes a district court to award litigation costs to any party upon issuing a final order in any action brought pursuant to this Act.
