A bill to amend title 28 of the United States Code to limit the jurisdiction of courts established by Congress under article III of the Constitution of the United States over State cases.

Eliminates the jurisdiction of Federal courts established under article III of the Constitution to modify any State court order which is or will be subject to review by the highest court of the State.
