Amends the Federal criminal code to establish a maximum penalty of 15 years' imprisonment and/or a $100,000 fine for anyone within the jurisdiction or control of the United States who knowingly develops, transfers, or possesses any agent (a micro-organism or infectious substance capable of causing harm), toxin, or delivery system for a prohibited purpose.
Permits any such substance to be seized and summarily forfeited as provided in the Controlled Substances Act.
