A bill to implement the "Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and Their Destruction" by prohibiting the development, production, stockpiling, transferring, acquisition, retention, and possession of biological weapons, and for other purposes.

Amends the Federal criminal code to establish a maximum penalty of 15 years' imprisonment and/or a $100,000 fine for anyone within the jurisdiction or control of the United States who knowingly develops, transfers, or possesses any agent (a micro-organism or infectious substance capable of causing harm), toxin, or delivery system for a prohibited purpose.

Permits any such substance to be seized and summarily forfeited as provided in the Controlled Substances Act.
