A bill authorizing the President to enter into temporary agreements with foreign nations to limit the importation of automobiles and trucks.

Authorizes the President to negotiate and enter into agreements with foreign governments limiting exports of automobiles and trucks into the United States. Terminates such authority two years after enactment of this Act. Stipulates that this Act shall not affect import impact investigations and actions in response to such investigations.
