A bill to amend title 18 of the United States Code to make rape a Federal crime if committed after travel in interstate commerce with the intent to commit rape.

Amends the Federal criminal code to establish a maximum penalty of up to life imprisonment for whoever: (1) travels in interstate or foreign commerce with intent to commit rape; and (2) commits or attempts to commit rape during or after such travel.
