A bill to amend title 38 of the United States Code to authorize the Administrator to approve the release of name and address information from VA records systems for the purpose of bona fide research.

Authorizes the Administrator of Veterans' Affairs to release the name and address of any present or former member of the Armed Forces to any organization or private party conducting bona fide scientific research.
