Amends the Labor-Management Reporting and Disclosure Act of 1959 to stipulate that any person or employee association which (1) receives any form of assistance from an employer; or (2) undertakes activities to either (A) persuade employees with respect to the rights to organize or bargain collectively, or (B) inform such employers with respect to labor activities, shall be deemed to be undertaking such activity pursuant to an arrangement with such employer and therefore subject to the reporting requirements of such Act.
