Authorizes the sale or lease of specified naval vessels to Brazil, Colombia, Ecuador, Greece, Italy, South Korea, Mexico, and Taiwan. Requires such sales to be at a price at least equivalent to the U.S. value of such vessels. Permits leases of such vessels to provide for maintenance by the lessee. Requires the recipient government to pay any transfer expenses. Terminates to authority to transfer such vessels two years after enactment of this Act.
