Directs the Secretary of the Treasury to pay compensation for damages caused by the United States Armed Forces during World War II to individuals of Japanese descent who were residing on Guam and who have not received such compensation previously. Declares that such compensation shall satisfy any claim by such an individual for such damage.
Prohibits the payment of more than ten percent of the amount received for any one claim to an agent or attorney on account of services rendered in connection with such claim.
