Authorizes the Secretary of Transportation to approve projects for the repair of public roads which have incurred a substantial increase in use as a result of transportation activities to meet national energy requirements and which shall continue to incur such use.
Stipulates that the Federal share of such a project shall be 80 percent of its cost. Authorizes appropriations of $50,000,000 out of the Highway Trust Fund for each of the fiscal years 1979 through 1982 for such purpose.
