Crop Disaster Relief Act of 1980 - Directs the Secretary of Agriculture to make disaster payments to producers of the 1980 crop of flaxseed, soybeans, sugarbeets, sunflower, potatoes, or pinto beans whenever the harvest of such crops, because of a natural disaster, is less than 60 percent of the farm yield for such crop established by the Secretary. Sets forth the formula for determining the amount of such payments.
