A bill to amend the Surface Mining Control and Reclamation Act of 1977 to prohibit the issuance of any notice of violation by the Secretary of the Interior after the initial inspection of a surface coal mining and reclamation operation, and for other purposes.

Amends the Surface Mining Control and Reclamation Act of 1977 to direct the Secretary of Labor to inspect for the abatement of any violation by a surface coal mining and reclamation operation given a warning notice, and to issue a citation if such violation has not been corrected within 90 days.
