A bill to amend the Federal Mine Safety and Health Act of 1977 to prohibit the issuance of a citation by the Secretary of Labor after the initial inspection of any coal mine or other mine, and for other purposes.

Amends the Federal Mine Safety and Health Act of 1977 to require the Secretary of Labor to issue a warning notice, instead of a citation, for violations of health or safety rules. Requires such notice to fix a reasonable time of 90 days or more for the abatement of the violation. Directs the Secretary to conduct a followup inspection for abatement of the violation, and to issue a citation if the violation has not been corrected.
