A bill to amend title 28, United States Code, to divide the fifth judicial circuit of the United States into two circuits, and for other purposes.
Fifth Circuit Court of Appeals Reorganization Act of 1980 - Divides the current United States Court of Appeals for the Fifth Circuit into the following two circuits: (1) the Fifth Circuit, composed of the States of Louisiana, Mississippi, and Texas, and the Canal Zone, consisting of 14 judges; and (2) the Eleventh Circuit, composed of the States of Alabama, Florida, Georgia, and consisting of 12 judges. (The current Fifth Circuit consists of all six States and has 26 judges.) Makes this Act effective October 1, 1981.
