A bill to amend the Small Business Act to increase to $110,000 the amount of a borrower's disaster loans eligible for a 3 percent interest rate.

Amends the Small Business Act to increase from $55,000 to $110,000 the amount of a borrower's disaster loans eligible for a three percent interest rate. Stipulates that such provision shall apply to loans made on or after January 1, 1980, with respect to disasters occurring on or after such date.
