A bill to amend title 38, United States Code, to allow the Veterans' Administration to furnish outpatient medical services to any veteran exposed to ionizing radiation as a result of atmospheric testing of nuclear weapons.

Authorizes the Veterans' Administration to furnish outpatient medical services to any veteran exposed while on active duty to ionizing radiation as a result of atmospheric testing of nuclear weapons. Deems such veteran to have a service-connected disability rating of at least 50 percent.

Makes provisions of this Act applicable after September 30, 1980.
